Legion is now capable of avoiding the civil war

Increased the opinion modifier given by "Loyal Tribe"

Whitelegs and Eighties now change their government type to Elite when joining Caesar's Legion

NCR civil war has been reworked to make it more equal

Fixed the localisation on a New Vegas event
