- Overhaul Caps system in general changing how you gain money and use it.

- Revamped the Battle for Hoover dam from a series of events to battles between the Legion and the Mojave Territories.

- Massive change to technology so that now you can be advanced in one part of technology such as robots but not advanced in another such as construction.

- Ashton and Hopeville replaced with The Divide.

- Reworked marketplace to have more vendors and variety.

- Moved chem decisions to unit leader abilities (Waking the Tiger Exclusive).

- Changed marketplace to require an organization/vendor established in a owned node.

- Tweaked settler tree to better use caps.

- Reworked tutorial and add "help tooltips" that are enabled at the end of the caps tutorial.

- Increased unit upkeep by a large amount, reduce unit upkeep for certain archtypes.

- Overhaul of Operative traits, bringing them into a Fallout theme.

- Changed operation phase pictures and descriptions, giving them a fallout theme.

- Adjusted advisors for New California Republic.

- Massive rebalance of technology. Planes got a very large makeover.

- Changed Tlaloc Nuking decision to target your troops instead of just random states/your capital.

Removed

- Removed ability to change currency.

- Removed tech requirement to purchase goods from market.

- Removed chem vendor.
