- Added Cartel focus Let Sleeping Gods Lie.
- Added Cartel operation and decisions to circumvent Tlaloc’s gaze.
- Added Cartel starting Naval OOBs.
- Added Cartel Events to the Republic of the Rio Grande and Ejército Mexicano.
- Added a flat caps income to taxable caps income.
- Added several civilian factories to NCR on game start, to buff it in war against Legion.
- Added extra triggers to the Free Fighters match events so they shouldn’t trigger if you already did the Great Rematch event/focus.

- Changed the Mining, or Crafting event to use the country event gui due to having 2 non-exclusive options.
- Changed Base spec ops modifiers to 2%.
- Changed most spec ops capacity factor modifiers to flat modifiers.
- Changed the reward for the Contact the President focus for WARDEN from a nuke to a national spirit.
- Changed cost and reward for Cartel ‘No More Pretense’ focus.
- Changed puppet autonomy types to use overlord colour where applicable.
- Changed Legion Civil War so that each break away should have their respective leader as a general.
- Reduced caps gained from trade routes slightly.

- Changed compliance gain from cartel advisor Archie from 0.35% to 0.10%.
- Changed caps costs for agency upgrades so you need at least the first level upgrade cost.
- Changed the The Garita Caldera decisions for Twin Mothers so they aren’t visible for anyone else.

Removed
- Removed reference to the nonexistent BOM tag.
- Removed large amounts of redundant OR’s/AND’s.
- Removed duplicate tech reward from the focus Scavenging Power Armour.
- Removed focuses from Houston Rockets on the bookmark screen since they don’t have a unique focus tree.
- Removed unneeded checks from some formable decisions.
- Removed unused/unlocalised organization tooltips from advisors.
