Added

- Added start of conversion to the Character system added in the new update.

Fixed

- Fixed several sound errors with the update.

- Fixed minor errors with the tank designer.

- Fixed issues with the Diplomacy Screen. Tech tree, Production Screen, and Division Designer.

- Fixed doctrines not showing in the tech tree view and put dummy doctrines in the new system with No Step back.

- Fixed issues with some name lists.

- Fixed crash caused by a divide by zero due to how files were loaded in the new update.
