Background

The Phoenix Republic as a nation is non-cannon, but due to it's core lands it can be presumed this was one of the largest conquests in Arizona that Caeser conducted. An optional event is allowed where you can arm Phoenix rebels with fake weapons, causing a rebellion which is swiftly squashed, giving Aurelius glory.
