"The withered dogs are a group of ghouls who broke away from the hangdogs, after having enough of years of mistreatment by the smooth skined population. They moved north to find a new land but were forced to make their new nation sandwiched between the northern enclave and the hangdogs they so wished to run away from. Their under constant threat from the purging enclave above and the ruthless hate filled hangdogs bellow.
During their early years as a nation they adopted a democratic government, allowing all people’s, even the very rare intelligent deathclaws, to live safely in their borders. However a coup happened, where a ghoul gathered enough support to forcefully enstate him as their new leader. Be promised prosperity for all those who have been abused by the smooth skins, and promised to finally put the smooth skins in their place. After he took over he declared himself, King of the Withered Dogs.
He enforced new laws that made all smooth skins lose the ability to become citizens, and allowed for the enslavement and forced ghoulification of all smooth skins. This new hostile policy was not accepted by all in the land of the withered dogs, but with this king having complete control over every single aspect of the withered dogs, no ghoul or man dare stood up to his ruthless dictatorship.
