Baja State
The Baja state is a formable nation whose core territory unites the former core territories of Paz Bandits and Valle Bandits. It is formed through the New California Republic's Baja Blues focus focus tree branch, specifically the Local Sympathies sub-branch (by siding with Héctor Santángel). The Baja State will then be released as a puppet of the NCR with its own short focus tree.
Focus tree
The Baja State has the same focus tree as other NCR puppets. As a Settler nation, it will use the Engaging the Community branch, which gives bonuses to Political Power gain, Consumer Goods Factories, Stability, and Infrastructure. It eventually gets an extra research slot and a boost to autonomy.

The first three focuses are event based providing barious bonuses and penalties depending on the choice.
Industry
The starting industry of Baja State is based on the industry of its constituents. As such, as the NCR, it might be prudent to wait to form the Baja State until the Paz and Valle bandit nations have completed their own factory-giving focuses.
