The New California Republic (NCR) is a federal presidential republic founded in New California, comprised of five contiguous states and additional territorial holdings in Nevada and Baja California.

The NCR emphasizes and strives to support a myriad of old world values, such as democracy, personal liberty, and the rule of law. It also aims to restore general order to the wasteland, the improvement and development of infrastructure and economic systems, and overarching peace between people. Similar to institutions of the old world it seeks to emulate, continued expansion has created challenges with territorial control, loyalty, and corruption that plague the Republic and serve to hinder its goals.

Historical background

Despite the staggering losses at the Battle of Navarro, the NCR achieved victory with the aide of the Brotherhood. Decades later tensions with their former allies are running high, and their army has fallen from grace; becoming a mess of undertrained and underequipped soldiers with no standardisationIn-game spelling.

The Bear looks to the east with concern, as reports of Caesar's Legion's rapid growth continue to flood in. To the north the city states grow powerful and the republic debates intervention, while to the south Baja and the Brotherhood continue to be a thorn in the bear's side.

In the Fallout saga

The New California Republic is one of the main factions encountered in the Fallout saga. It appears in Fallout 2 and Fallout:New Vegas and is mentionned at the end of Fallout 1, in Fallout 3 and 4 as well as in the Fallout TV show.

According to Fallout canon, the New California Republic is inspired by old world values such as democracy and the rule of law. It's a constitutionnal republic with an elected governement and functionning institutions. It rules most of the lands of pre-war California and is composed of 5 states : The Boneyard (Los Angeles), Dayglow, The Hub, Maxson and Shady Sands.

Its fondation is first mentionned in one of Fallout 1 endings. It occurs when the inhabitants of Shady Sands, that will later be the republic's capital, began to write a constitution in 2186. The NCR growed rapidly and in Fallout 2 (which is set in 2241) it is the main faction the player can meet in California. In Fallout : New Vegas, the NCR continued it's expansion in the wastelands and is one of the factions fighting for the control of the Mojave desert. It is then led by president Aaron Kimball. At the end of Fallout New Vegas, the second battle of Hoover Dam happens and determines the fates of the Mojave and of the NCR for the following years. However, its outcome is not indicated in the canon. According to the Fallout TV Show, the NCR had begun a process of decay in 2275, culminating with the loss of its capital Shady Sands in 2283.

In Old World Blues

The starting position of NCR is following Fallout canon for the most part. However, small additions have been made, mostly concerning Kimball's political opponents and the Navarro crisis.

Since the death of president Tandi in 2248, the Republic and its values have slowly began to decay. This eventually led to multiple crisis that the nation will have to face in early game. The economy have been struggling, with an increase in inequalities and the establishment of monopolies over agriculture. The NCR's expansion has led to multiple problems in the new territories of Navarro and Mojave. The military innovation have been stagnating and the vast Californian army lacks proper equipment. Finally, a sudden surge of criminality in The Hub threatens the Republic's stability. This situation will lead to the collapse of Navarro territories after a conflict between californian colonists and locals. The crisis allow new political figure to emerge in California, criticizing Kimball's policy. The first of them is senator Allgood Murphy, a pacifist inspired by followers ideals. He is trying to destitute president Kimball with a motion of No-Confidence. Then there is Grant C. Hayes, the Major of Dayglow, an history professor fascinated by the Old World, who will try to tale advantage of this situation to gain support for his ideas.

From this point, the player will have the opportunity to choose between following the canon story or other alternative ways (see California focus tree). If Kimball manage to stay in power and win the 2278 élections, the payer will have the opportunity to play through canonic events such as the Baja campaign. But if Allgood or Hayes win the elections, non-canonic options will be disponible. The player can also trigger a civil war in which Bill Calhoun and Cassandra Moore, two canonic characters, will fight for the control of California.

Whatever path the player takes, the events of Fallout : New Vegas will happen, and the NCR will have to fight the two battles of Hoover Dam. If the Legion is an AI, the outcome of the first battle will follow Fallout canon.

While the Northern Frontier is active, neither the NCR nor the Shi can revoke their mutual non-aggression pact.

Navarro is the last frontier in California. To the inhabitants, it's a homeland that NCR merchants and settlers are trespassing on. To the Shi, it's a new source of food and lumber. And to the NCR, it's one of many lands to be tamed by the Bear. Some worry that the NCR may have bitten off more than it can chew, and tensions are reaching a boiling point. But even the Shi agree that so long as the NCR comports itself with justice and humility, progress will come to Navarro.

The Treaty of New Vegas icon

Signed in 2274 by The New Californian Republic and New Vegas after negotiations following the Republic's discovery of the mostly intact Hoover Dam, the treaty marks the first of many begrudging compromises the Republic has been forced to make with Mr. House in an attempt to prepare for the Bull. Whilst the NCR gained control of the Dam through the treaty, as well as military access into and around New Vegas, they must send 5% of the Dam's energy to the strip, and must not in any way prevent access to the Strip by NCR citizens or off-duty troops.

For many policy makers, the prospect of a full campaign against the Brotherhood terrorists in the mountains to the west of the Hub just isn't tenable right now. The destruction of the NCR Gold Reserve has shown how much damage the Brotherhood can do to the NCR with targeted, calculated strikes. With the campaign in the Mojave and enemies abound the last thing the Brahmin Barons, Allgood or anyone else wants is bloodshed so close to the core territories. The Brotherhood's time will come. The question, however, is when.

A young Sean Murphy delivered an improvised speech At the NCR Expeditionary convention criticizing the Mojave Expedition, popularizing the ironic expression that 'all was good.' reflecting the stark reality that the Republic's internal affairs were far from it. The stunning performance propelled the already successful seat-holding Boneyard politician into the national spotlight, gaining respect for his bold, incisive critique and netting his famous nickname of Allgood.

In the years following, he cemented himself as an enemy of the traditional Warhawks and Plutocrats of the NCR political scene, one not so easily disposed of. After delivering his deciding speech, Allgood was gratedIn-game spelling the presidency, becoming an even more imposing problem for the corruption of the NCR, promising reintegration programs and peace.

With ties to the Followers and the Brotherhood, Allgood reflects the best of the NCR - a melting pot of the idealistIn-game spelling who strove for a better life. The Ncr is now led by a man who is as ruthless towards his foes as he is compassionate for the vanquished - for does not true victory come from making friends of foes? Although many of his critics lambast him as a pacifist, this could not be further from the truth. While Murphy is the first to call for peace, he will not shy from a fight to protect the people of the Wastes.

Grant C. Hayes was renowned across the NCR for his push for progress both in scientific and political sectors before entering the election of '78. Now that he holds office, a new spirit takes hold of the Republic, one of logic, science and most importantly, patriotism.

Although there are rumors that Hayes being the descendant to old world politicians, the Enclave, many believe him to be the right choice for a growing republic regardless of his past, even relishing that it bolster his ability as president. In the eyes of the voters, he has become not the strong man, such as Kimball, or the compassionate man, such as Allgood, but the smart man, one who pushing us into the future- utilizing the past to accomplish this and rallying members of the California military to join him in this effort.

Citizens and inhabitants of the wasteland alike prepare for the change he's promised to come, and the realization of the future that twinkles in Hayes' eyes.

The N.C.R. starts in a comparable position to the United States in Hearts of Iron IV: a dominant power that has yet to achieve its full potential due primarily to economic issues at home. Initially, the N.C.R. is plagued by consumerism, with most of its factories being dedicated to consumer goods production instead of growing the industrial and military base in the country. No matter who leads after the 2278 election, the N.C.R. will be able to resolve these issues, but until then they will have slow growth relative to their starting size.

    • Anton I. Flynn: (6/28/2017) "Anton I. Flynn is the charismatic young heir to the Flynn Family Farms, one of the largest Brahmin Baron families in all of new California. Anton I. Flynn has everything one expects, rural charm, a deep rooted amount of self interest, and an incredible lack of public support. However, he makes up for this with more money than sin, and is actively working to Rig the Election in his favor… backed by many of his similarly wealthy friends of course."

He wants to stabilizing existing NCR land, avoid war with the legion, and generally focus on building up the NCR to its fullest potential rather than expanding. He’s a stark opposite to the militant Kimball, and is in a heated race with him for the election."

In a way, he’s right; the NCR has the greatest economy, relative safety, and no real rivals in short reach. He wants to stabilize existing NCR land, avoid war with the legion, and focus on building up the NCR to its fullest potential rather than expanding. He’s a stark opposite to the militant Kimball and is in a heated race with him for the election. He's also your best chance at avoiding the NCR BoS War."
    • Grant C. Hayes: (6/28/2017) "Grant C. Hayes is a last minute edition to the ballot who is gaining rapid support. A historian by trade, Hayes spent much of his time reading to the people, telling stories from the old world and stories about their great cities of the NCR, and their former status as Megacities. He's an Immigrant from the Baja regions who has stolen the hearts of minds of the citizens of the NCR with his impassioned, flowery speeches about the rights of the worth of the good people of NCR, and their ability to rebuild what once was. He wants to crack down on the raider problem in the NCR, and like Allgood, doesn't want war with the Legion, or take them seriously as a threat."
      (12/29/2017) "Grant C. Hayes is a scientist and politican based out of the prosperous city of Dayglow. He has the hearts and mind of his people and the newer NCR states in mind, focusing on getting votes from recently annexed regions. He's oldschool with a big ecnomic focus, and believes that the BoS is actually the greatest threat to the NCR, not the Legion. He's an underdog, but he's easily the most intelligent of any of the people running for president, and knows how to manipulate a crowd."
    • Anton I. Flynn, Aaron Kimball, Sean "Allgood" Murphy, and Grant C. Hayes had their unique portraits commissioned by Loonybinjin.[1]
  • Originally, Grant C. Hayes was intended to create a Dayglow-based Enclave chapter, due to being the descendant of Pre-War politicians. However, as the mod progressed, and the Enclave's inclusion was seen as unnecessary, his character and Dayglow independence movement was changed to reflect Old World values, rather than a return of the Enclave, with potentially more changes as of 4.0.[2]
  • Sudderfly was responsible for the creation of the Manifest Destiny national focus branch.[3]
  • During development of 4.0, HappyNTH and Faeelin worked on the NCR.[4]
