While most of the countries across the wasteland have Wasteland Recruitment recruitment laws, many have their own type.

Wasteland Recruitment

The wasteland is an unhospitable place, a good defence force is more than justified. However with the increasing percentage of settlers dedicated to defence, the workshops slow down ever more. (Generic/minor countries start at Funded militias)

As far back as the rebuilding of civilization, a system of decentralized and localized levying of troops contained to individual settlements have served us well in every conflict until now. While not effective on a strategical scale, the recruitment of officers and building of regional training bases let us leave soldiers relatively close to home, boosting moral as well as civilian manpower.

To minimize the effects of conscription, a two year rotation will be put into law, which should provide our conscripts with some breathing room and a light at the end of the tunnel.

NCR's defense forces are modelled closely after old war organisations such as the United States Army and National Guard, though the secondary source is that of the other wasteland armies, with whom NCR shares the last several tiers.

Previously, people had a choice - to accept the word of Christ, to accept responsibility for their own destiny and make a conscious let to atone for their own sins, or simply stay to live in our lands. Now we do not give this choice. Everyone who lives on our lands will be forced to accept our faith and all the responsibilities associated with it, even if they do not want to. This is completely contrary to the foundations of Christianity, the idea of voluntary atonement. We force people to do this by force, not by word. And so, we will burn in Hell until the Second Coming of Christ. We can only hope that our children, for whom we commit all these sins, will cancel it all for the salvation of their own souls.

The Legion proper

Countries belonging to the Legion (Caesar and Lanius) follow a stricter recruitment policy (for example not allowing women into the military) and as such have lover ammounts of manpower but their individual soldiers are stronger. With higher levels of conscription laws this however gets negated by increasing ammounts of at first unsuitable recruits joining the military, but never gets crippling to the economy.

Recruiting exclusively from our subjugated tribes offer many benefits to The Legion. Recruiting only from tribals will also mean that our army is commanded by their own, as warchiefs and other high-ranks will command the rank and file.

As the Bull rises, we require more and more men to fuel our conquests. Conscripting settlers to our cause in addition to our other efforts will provide us with just the right amount of soldiers to continue our conquests, but it is sure to deeply shake the structure of our army. Conscripts make for poor soldiers, and they require more training than volunteer. A conscription order is also sure to turn some of the people against us.

The obliteration of culture is one of the Legion's strongest tools at its behest. Specialized cavalry units in ancient Rome were called alae. What if not the machines we use are worthy to take their place? Of course, this also means that our warriors are already more legionnaires of the Two Suns, praising Vulcan, not Naas. If our gods really had power, they would destroy us for such treachery.

Vexillatio are special mobile units in the Roman army with a flexible structure, created and disbanded as needed. For the legions of Rome, this gives flexibility in a matter of operational action. We will get in this way the ideal tactics for the maneuver war we are used to. Of course, some will say that our abandonment of the ways of our ancestors will incur the wrath of Naagloshii, but this is the only way to preserve at least a part of our culture in this New World.

While the tribes have always had groups of wariors and pathfinders, the rest of the tribe was free to work on diferent projects, the coming war has forced more and more tribesmen to abandon their jobs and enter the warior caste, the tribes economy and culture suffers.

While Diana's robotic legions are more than capable of waging war the human auxilaries are also an integral part of her plans. While the robots are easily mass-produced, the tribesmen of the Twin Mothers, while devoted to their Godes, are not used to war. Their tribes culture as well as Diana's resolve suffers masively wih increased conscription.

It is in the nature of raiders to band together into rapidly moving groups to easier ambush caravans and avoid the would be pursuers, it is also in their nature to fight in between themselves for the position of the leader. As such with the increasing size of the group it becomes harder and harder to keep the raiders focused and united.

Brotherhood of Steel chapters

Brotherhood of Steel Chapters follow strict caste systems allowing only the wasteland famous Paladins to serve in combat. However some Chapters are not as codex compliant allowing Knights, Scribes, and even Initiates to serve in battle for the Brotherhood. Thought even with compliance to the codex some chapters may elect to allow those not of the Paladins to fight when the need arises.

The wasteland is an extremely harsh place. Not only will our external forces have to face raiders and mutants but also pockets of radiation, little to no food or water, and constant risk of debris in urban zones. As such, we will decide to only deploy the best of the best in this harsh place. Only the famous paladins, the highest rank our soldiers can achieve will be deployed. They shall be the brotherhood's sword, as well as its shield.

As the need to project our power throughout the wasteland makes itself know, we have to compromise more and more. One cannot efficiently control vast pockets with soldiers requiring years of experience before they are deployed. Allowing senior knights, distinguished soldiers barely a rank below paladins, to deploy with them as support will bolster our troops, and still only allow the best into the wasteland.

With senior knights still taking a vast amount of training to deploy, and them being few in numbers in our already small manpower pool, we should consider allowing proven knights to deploy alongside higher ranks. Knights are still battle-proven soldiers, having earned not only their rank but the best weapon we can give them. Deploying them will come to the detriment of the effectiveness of our forces, but doing so will let us have many more units ready to defend the Brotherhood.

The need for troops is overwhelming. We cannot sustain our military occupation and campaigns with only proven soldiers coming from our bunkers. Scribes are competent technicians eager to help our cause, and we can deploy them as rank and file soldiers, protected by knights and paladins. But this will mean they will not be safe in the bunker, studying technology. Deploying our scientist on the battlefield is also sure to make some of our citizens lose faith in our cause.

Initiates are a numerous group of recruits that still need a lot of training before becoming knights. In case of extreme danger, we can decide to deploy them before they achieve that rank. Doing so means we can get troops necessitating little in terms of training, and would considerably increase the size of our army. But it will also mean sending untrained recruits in the wasteland, which is sure to turn away a number of citizens from our cause. Care is to be taken, as this decision is not done lightly.

Mexican tribes do not manage their population by increasing drafts but by decreasing military service excemptions which allow people to tend to their family farms and homesteads. Lonestar

Lonestar depends on a mix of Mercenaries and regular soldiers to protect its borders. With the increasing level of regularisation of the army individual soldiers capabilities improve but supporting such a force is taxing on the countries civilian industry. On the other hand while mercenaries are a small ragtag group at best they bring all the necesary equipement with them and the average citizen of Lonestar can remain a long way away from the frontlines.

Texan Brotherhood

Normally the texan brotherhood tries to protect the wasteland throught a complex system of deputies, but if they get betrayed by their alies they will shut themselves in their bunkers ad return back to the semi-brotherhood paladin system. When the brotherhood becomes the Provisional republic of Texas it gains a new tye of conscription law.

Deputy system

The deputy system relies on incorporating outsiders and is more of a peace keeping measure encouraging the idea of justice, making fabricating wargoals significantly harder. It is also very rigid and possible to change only with focuses. With the increase in the need for deputies, the up till now unconsidered aspirants have to be brought up to standard mitigating many of the bonuses this system provides.

Troll Warren

Troll Warren has 4 Conscription Laws. The laws can be switched manualy, but have Focus tree based restrictions, as well as a minimum number of states controlled requirements, and can only be INCREASED. With increasing levels of Conscription, the player trades Stability for massive improvemnts in Division and Research speed, as well as the increasing percentage of recruitable population. As more and more Mutants gather, it's increasingly easier to strafe them from aircraft.
