Before the Great War, the Poseidon Energy main facility at Veracruz was intended to serve as both a storage facility for the advanced technologies of Poseidon Energy,[1] but also serve as a fallback point for the American occupational forces, local American and Mexican Petro-Chico employees, and collaborators of the Mexican invasion to await further instructions after a nuclear conflict.[2] However, this did not come to pass.[3] After the Great War, the descendants of the Petro-Chico company,[4] responsible for the construction of what would eventually become Tlalocan,[5] were locked out of their equipment by Tlaloc itself, degenerating into tribes centered around the Pre-War departments of Poseidon Energy,[6] with the role their ancestors have dictating their tribal belonging.[7] The tribes themselves are the Board of Directors (management),[8] Offshore Shipping, R&D, and War.[9] The tribe live in the remnants of the company's largest refineries in Mexico,[10] emulating the Pre-War company through their corrupted interpretation of the company's imagery and phrases.[11] However, due to the centuries of decay and overgrowth, as well as the lack of knowledge, the refineries are in states of disrepair.[12]

- Petro Chico was conceputalized by Indyclone77.[13]
- Petro Chico are based on the company of the same name mentioned in Fallout: New Vegas, who are a subsidiary of Poseidon Energy. However, Petro-Chico is described as being based in nations further south of Mexico, specifically the regions of Veracruz, Hidalgo and Puebla.[14]
- The nation, along with Guerreros de Honduras, were to be released with focus trees during the 2.0 update, but were cut from the original release,[15] However, Petro Chico's focus tree was cut in exchange for Costa Cafeinada being added to the game.[16] due to Indyclone77 having concerns of cancer affecting their health.[17] Although they are unable to complete the nation as they envisioned it, the unfinished Petro Chico focus tree is on the Old World Blues developer Discord for anyone who may wish to finish it.[18]

Even if you repaired the entire network from the refineries in Mexico to Vegas, you'd have to get the refineries running - might be easy for House, except they're also swamped by mutated jungle fauna, completely rusted, and barely held together at this point
The people living inside of them don't even know what they used to do, let alone how they functioned, or how to repair them: and as such they've fallen into disrepair
If you wanted to refine oil in Mexico, you'd need to build a new refinery
