While the first NCR troopers marched into the Mojave as early as 2253, it was not until the discovery of the Hoover Dam in 2273 that the NCR realised the importance of the desert. The initial occupation progressed smoothly, and in just four months the NCR captured the Hoover Dam.
Despite Chief Hanlon's objections, the Treaty of New Vegas was signed in 2274. For Oliver, the treaty made sense in the face of a resurgent Mojave Brotherhood. The NCR may have been able to seize the Mojave, but the question looms: will they be able to keep it?

The Mojave Territories, also known as Oliver’s Expedition,[1] are the New California Republic holdings within the Mojave Desert, held by the New California Republic Army.

Representing the largely autonomous military expedition into the Mojave Wasteland, now headed by General Lee Oliver, the NCR's Mojave Territory expeditionary forces have attempted to maintain peace in, and annex, the region for over 20 years.[1]

Our campaign is reliant on a steady flow of troops, equipment and dollars from the government in Shady Sands. Whilst Shady Sands isn't going to just abandon the campaign anytime soon, if we can't produce results with the resources they've sunk into the area they may become less inclined to send fresh reinforcements.

The Mojave Campaign is often dubbed the "Pacification of the Mojave", and it got that nickname for a reason. Our campaign is primarily militarily motivated: it is our mission to clear the Mojave of raiders, tribes and other threats that stand opposed to the Republic. Sure, if we can help the locals that would be nice, but in this harsh wasteland we must look out for the Republic first and foremost.
Signed in 2274 by The New California Republic and New Vegas after negotiations following the Republic's discovery of the mostly intact Hoover Dam, the treaty marks the first of many begrudging compromises the Republic has been forced to make with Mr. House in an attempt to prepare for the Bull. Whilst the NCR gained control of the Dam through the treaty, as well as military access into and around New Vegas, they must send 5% of the Dam's energy to the Strip, and must not in any way prevent access to the Strip by NCR citizens or off-duty troops.

Behind the scenes
- The Mojave Territories focus tree was written and developed by HappyNTH,[2] being the focus tree they're most proud of developing.[3]
- Despite their development diary attributing the Mojave Territories leadership to Lee Oliver at the behest of President Aaron Kimball, the military offensive began in 2253 under orders of then-NCR president Joanna Tibbett, only coming under the Kimball administration upon his election in 2273, 2 years before the beginning of the Old World Blues setting. HappyTNH clarified the matter by responding that in the Old World Blues mod canon, the military offense that led to the Territories formation began in 2253, while the Territories themselves were created around 2273 under the Kimball administration.[4]
