Formable Nations
Formable nations are special nations that do not exist in the 2275 starting date or Scenarios, but can be formed through a decision or focus enacted by certain nations provided they fulfill the needed requirements.
They act as cosmetic tags and change the name, flag and map color of the nation, but not other aspects like national focuses or advisors. Many formable nations do, however, grant cores on territory, which are otherwise unavailable, and thus allow a nation to increase its manpower and industrial capacity, in some cases decisively, though more practically, many of these merely represent ultimate end goals for ambitious players. There are a total of 21 formable nations by decision, with several others being formed within focus trees or events.
Background
In the array of nations present in Old World Blues, many can complete a variety of tasks in order to form an all new nation. Sometimes, different nations can become the same formable. However, only one of these nations can become the formable. Becoming a formable will almost entirely guarantee a much stronger nation than the one present before it. Buffs included in becoming a formable include more resources, coring of states, and new nation ideas. While being mostly a late game occurrence, some formables can be created by players early on if done right.
Formables
West Coast
Arizona Rangers
Formable by Cowboy Country if they control the states Two Sun and South Phoenix.
Arroyo
Arroyo is formable by the Sons of Kaga should they conquer Arroyo's core territory and if Arroyo no longer exists.
Arroyan State
If the Chosen One has Good Karma, Arroyo can align themselves with and join the NCR to become Arroyan State.
Baja Bandits
If the Paz Bandits or Valle Bandits conquer the other, they can unite as the Baja Bandits. Otherwise, the NCR can also form Baja as the puppet Baja State through their focus tree.
The Brotherhood of Steel
Formable by the Lost Hills Chapter. By controlling (that is, conquering, puppeting, or allying) all of the core territories of the every Brotherhood of Steel Chapter in the game, the Lost Hills Chapter can unify the Brotherhood through the focus "Ad Victoriam".
California People's Republic
Formable by the New California Republic. If the Election of 2278 is deadlocked, the NCR will split into three factions - the Californian State, the Californian Way, and the Redding Territories. The Redding Territories is initially unstable, with unrest amongst the workers and the sheriffs. If the workers are not sufficiently appeased, they will lead a revolution and establish the Redding People's Republic. This unlocks a new focus tree, which they can follow to establish the California People's Republic.
Californian Society
Formable by the New California Republic. If the Election of 2278 is deadlocked, the NCR will split into three factions - the Californian State, the Californian Way, and the Redding Territories. The Redding Territories is initially unstable, with unrest amongst the workers and the sheriffs. If the workers and sheriffs are both appeased, then Anton Flynn will remain in power. Completing the focus "Anton Flynn's Address" unlocks a hidden focus tree that leads to establishing the Californian Society and the True Man Society.
Californian State
If the New California Republic devolves into civil war, Cassandra Moore will lead the Californian State. The NCR will become the Californian State through the focus "Dissolve Committee".
Children of the Glow
Formable by S'Lanter, through the focus "Children of the Glow".
Chimeran Consensus
Formable by New Reno. First, the elites must be placed in power during the intial focuses through choosing the Broken Brothers after finishing "Taking the Next Step". Next, Thradd must be made the country leader through the focus "The Incident". This will trigger an event turning New Reno into the Chimeran Consensus.
Closed Fist Mandate
Formable by Shi. To form the Closed Fist Mandate, Shi must side with the Elites and win the Navarro Crisis by aiding Fusang, then conquer the New California Republic and complete the focus "What The Heart Knows, The Head Forgets".
The Commonwealth (Southwest)
Formable by Caesar's Legion. If Caesar dies, a new leader can take control of the legion. If Praetorian Lucius wins the civil war, the Legion can eventually form the Commonwealth, through the focus "The Commonwealth". This focus triggers an event reforming the Legion into a new Southwestern Commonwealth.
The Cult of Renewal
Formable by Vault City. First, Vault City must elect Gordon of Gecko as First Citizen. To do this, a draw must occur between First Citizen Lynette and Security Chief Maier in the Election of 2275. This will set off a chain of events where a popular movement sweeps Gordon into power and will unlock a hidden focus tree. Next, if the focus "Revisting Old Goals" is finished before "California Dreaming" a hidden flag will be set allowing Brain's rise to power with the completion of the focus "A Teacher Returns". When Brain takes control of Vault City, a hidden focus tree will be unlocked and Vault City will be known as the Cult of Renewal.
Dinétah
Dinetah is formable by Navajo through the "Dream of Dinetah" focus.
The Eureka Territories, The Granite Company, the Hubologists, and The Portmasters
By aiding the Free Folk in the Navarro Crisis, Eureka can unlock a hidden focus tree branch and form one of four nations by conquering Shi and completing the focus "Too Big to Fail". If the Ruler ideology is is the most popular ideology, Eureka will join the New California Republic and become the Eureka Territories. If the Intellectuals are the most popular ideology, Eureka will form The Granite Company, unlock Sophisticated Power Armor technology, and progress toward forming the Navarro Enclave. If the Elites are the most popular ideology, Eureka will become known as the Portmasters and unlock Sophisticated Naval Technolgy. Finally, if the People ideology is the most popular ideology, the Huboligists will take control and Eureka will become the Hubologists, unlocking Sophisticated Industry, Sophisticated Construction, and Sophisticated Exploitation technologies and relocating their capital to San Francisco.
Guardian Brotherhood
If the Guardians win the war for TV Town against them, 215th, the Sons of Kaga, and the Rogue Rangers, the Lost Hills can invite the Guardians back to the Brotherhood of Steel through the focus "Reach out to the Guardians". This will trigger an event, giving Guardians the option to re-join the Brotherhood and rename themselves to the Guardian Brotherhood.
Helios Brotherhood
Formable by the Mojave Chapter. To form the Helios Brotherhood, the Mojave Chapter must win the initial battle for the Mojave against the Mojave Territories and complete the "Victory at Sunburst" focus, secure Big Mountain through the "The Dome" focus and defeat The Think Tank, and open the Sierra Madre Vault through the "Begin Again" focus.
Motor City
Formable by the Fiends if New Vegas and Mojave Chapter don't exist or are the Fiends puppets and the Fiends control New Vegas.
Navarro is formable by the Sons of Kaga if they conquer Navarro.
File:Eureka Enclave.png Formable by Eureka. To form the Navarro Enclave, Eureka must annex Shady Sands and the New California Republic while the Intellectuals are in power. This will activate an on-action event, turning Eureka into the Navarro Enclave. This is made much easier if Eureka aids the Free Folk in the Navarro Crisis; they will join Eureka at the end of the war and unlock a hidden focus tree branch aiding in the expansion of Eureka by first forming the Granite Company through the conquest of Shi.
Nevada Free States
Formed by The Slags after completing the focus "A Look Back and a Step Forward".
Nevada Protectorate
Formable by Vault City. To form the Nevada Protectorate, Security Chief Maier must win the election to be First Citizen. Completing the focus "How the East Was Won" will turn Vault City into the Nevada Protectorate.
New Mariposa
Formable by Troll Warren, New Reno (Mutant path), State of Utobitha, or Jacobstown (only if Ruler ideology) through two different methods, either you reconquer the territory The Master gets in a bad end in Fallout 1, or conquer Vault 6 and the rest of Washington.
New Reno (The Den)
If The Den conquers New Reno, the Mordinos can take over the city and The Den will become known as New Reno.
Pacific States of America (PSA)
Formable by the New California Republic. To form the PSA, the NCR must elect Mayor Grant Hayes as President of the NCR in the 2278 elections. This can be done through listening to Hayes's proposals (taking the "Mayor Hayes's Proposals" focus tree branch) during the Vote of No Confidence event chain and then not campaigning against him in the upcoming election. Finally, with Hayes as President, the NCR can become the PSA through the focus "For All Tomorrows", which will trigger an event to change to the PSA along with unlocking Sophisticated Power Armor and Sophisticated Support Equipment technology.
NOTE: This formable no longer exists, and has instead been replaced by the "New American Republic" formable, which follows the same requirements as the Pacific States of America.
Realm of Starfather
Formable by Eureka if they side with the Hubologists.
Redding People's Republic
Formable by the New California Republic. If the Election of 2278 is deadlocked, the NCR will split into multiple factions - the Boneyard, the Californian State, the Californian Way, and the Redding Territories. The Redding Territories is initially unstable, with unrest amongst the workers and the sheriffs. If the workers are not sufficiently appeased, they will lead a revolution and establish the Redding People's Republic.
Redding Republic
Formable by the New California Republic. If the Election of 2278 is deadlocked, the NCR will split into three factions - the Californian State, the Californian Way, and the Redding Territories. The Redding Territories is initially unstable, with unrest amongst the workers and the sheriffs. If the sheriffs are not sufficiently appeased, they will lead a coup d'etat and establish the Redding State. This unlocks a new focus tree, allowing eventual reformation into the Redding Republic.
Redding State
Formable by the New California Republic. If the Election of 2278 is deadlocked, the NCR will split into three factions - the Californian State, the Californian Way, and the Redding Territories. The Redding Territories is initially unstable, with unrest amongst the workers and the sheriffs. If the sheriffs are not sufficiently appeased, they will lead a coup d'etat and establish the Redding State.
San Francisco Chapter
Formable by Shi. If the Intellectuals take power in Shi, finishing "Resolve the Power Struggle" will turn them into the San Francisco Chapter of the Brotherhood of Steel.
The Splendid Raider's Society
Formable by 215th through their final focus "A Council for Raiders Everywhere".
State of Vegas
Formable by New Vegas through the focus "Checkered Devil" and the subsequent decision "Try to Join the NCR".
Steel Plague
Formable by Lost Hills chapter. First do the focus "Council Reforms" and then "Freeing Up the Council Table", this will allow you to click a decision to allow ideological thought for the Cultists, then do the focus "Political Bloc Management" to be able to ban other parties. Once all the other parties are banned and intellectuals have 100% support, the decision to Solidify the High Elder position can be taken if all other focuses under Council Reforms have also been completed. Once your leader has the trait Absolute High Elder of the Brotherhood of Steel the decision to form the Steel Plague can be taken.
Third Californian Republic
Formable by the New California Republic. If the NCR devolves into civil war and Cassandra Moore is victorious, the NCR can form the Third Californian Republic through the focus "The Mother of California".
True Man Society
Formable by the New California Republic. If the Election of 2278 is deadlocked, the NCR will split into three factions - the Californian State, the Californian Way, and the Redding Territories. The Redding Territories is initially unstable, with unrest amongst the workers and the sheriffs. If the workers and sheriffs are both appeased, then Anton Flynn will remain in power. Completing the focus "Anton Flynn's Address" unlocks a hidden focus tree that leads to establishing the Californian Society and the True Man Society.
Utopia
Formable by TV Town through the focus "Utopia".
The Van Graffs
Formable by New Reno if they side with the Van Graffs.
Vault State
Formable by Vault City. To form Vault State, Vault City must elect Gordon of Gecko as First Citizen. To do this, a draw must occur between First Citizen Lynette and Security Chief Maier in the Election of 2275. This will set off a chain of events where a popular movement sweeps Gordon into power and will unlock a hidden focus tree. This tree will push Vault City toward southward expansion and eventual membership in the New California Republic through the focus "California Dreaming". This tree can also lead to the Cult of Renewal coming to power instead if certain other focuses are taken before "California Dreaming".
Vipers Hegemony
Formable by the Vipers, through the focus "Vipers Reborn". Requires the Vipers own the Northwestern Mojave state. The focus will rename the Northwestern Mojave to "the Shrine" as well.
The Wasteland Rangers, the Nevada Rangers, and the California Rangers
The Rogue Rangers have access to three formable nations through their focus tree. All of the formables require them to consolidate their starting region, conquering the Guardians, 215th, the Sons of Kaga, and TV Town.
Through the "The Flame of Righteousness" focus, the Rogue Rangers can become the Wasteland Rangers. This requires keeping the Rogue Ranger in charge of the organization through the "The War Against Evil" focus.
Alternatively, the Rogue Rangers can accept the Ranger Re-unification treaty and side with the NCR through first picking the "Reforming the Rebel Rangers" focus and then the "Ranger Re-unifaction Treaty" focus, becoming the Nevada Rangers. Alternatively, if the NCR does not exist, the NCR has the "Ruler" ideology, or if the NCR-aligned Nevada Rangers are not part of the NCR faction, they can pick the "Fall of the Republic" focus and become the California Rangers.
Utah
The Ammonites
Formable by the White Legs. If the White Legs have greater than 15% support for the people after 1 Jan 2277, they can take the focus "Welcome to the Happy Trails Caravan Company". This will begin a branch that converts the White Legs to Mormonism and aligns them with New Canaan. After taking the focus "The Words of the Prophets", the White Legs will become known as the Ammonites.
Deseret
Formable by New Canaan after you complete the focus "The Kingdom of God on Earth" and own all states defined as Utah States.
Longtree
Formable by Lonetree once they own the states Eagle Rock, Price, New Nephi, Eden (in Utah), and New Canaan.
Milites Altiores
Formable by the White Legs. If the White Legs have greater than 25% support for the Ruler after 1 Jan 2277, they can take the focus "A Friend of The Legion". Following this branch, they can take the focus "Our New Master" and become the Milites Altiores.
The Thunderbirds and The Stormbirds
Formable by the Eighties. To form the Thunderbirds, the Eighties should choose to delay the Second Nevada Road War and fight another road war in Utah instead. To do so, take "The Masters of the Road" focus and pick "I shall gain glory or die!" to take over the Thunderbirds as The Eighties split into two nations. If the Thunderbirds succeed in the Second Nevada Road War and take Sac-City, they will become the Stormbirds.
Utah
Formable by New Canaan after they complete the focus "Drop the Pretence". Forming Utah requires beating back the White Legs and keeping Jeremiah Rigdon in charge of New Canaan. On completion of the focus, an event will trigger offering a choice: form a Kingdom of Utah, with Rigdon as King, or - somewhat more humbly - form the Mormon State of Utah with Rigdon as Governor.
The White Claws
Formable by the White Legs. If the White Legs have greater than 15% support for the Elites after 1 Jan 2277, they can take the focus "Salt Upon the Earth", forging an independent path through Utah. Soon after, they can take the focus "White Claws", becoming the White Claws.
Mexico

Imperium Mexicanum
Formable by Paullus Warband. After solidifying control over the former Republic of the Rio Grande through the "Peace of Mind" focus, Palus will face some choices. If Palus takes 2 of 3 of the focuses "...Should Fight", "No More Contracts", or "Red Caballeros", Paullus Warband can form the Imperium Mexicanum after finishing "The Emperor" focus.
Irracundus Ferro
Formable by Paullus Warband.
Los Estados Unidos
Formable by the Republic of the Rio Grande, if Dante Guerra wins the election. If Rio Grande defeats Caesar's Legion and takes the focus "The Hope of the New World", an event will fire reducing the coring cost of states in Arizona and reforming the Republic of the Rio Grande into Los Estados Unidos.
Estados Unidos Mexicanos
Formable by the Republic of the Rio Grande, if Leonardo Mora wins the election, through the focus "Mexico Reborn".
Paullus Warband
Paullus Warband is a rare revolter from Republic of the Rio Grande. Paullus Warband can revolt from the Republic of the Rio Grande during the early "Gloria in Flames" event chain. During this chain, Paulus will begin raiding the countryside, during which Republic of the Rio Grande must take either the "Mora's Left Eye", the "A Gift for Caesar", or the "Wipe the Slate Clean" focus to remove Paullus's raiders. If instead Republic of the Rio Grande let's Paulus raid unhindered, his raids can grow out of control. For the AI, there is a 10% chance this will grow into a full-scale war after the first warning; for the player it is guaranteed. During this war, you can side with Paulus and take control of Paullus Warband. Paullus Warband can go onto form Imperium Mexicanum, the Southern League, and the Southern Legion
República Socialista Mexicana
Formable by Libertador Ejercito del Sur following the breakup of Tlalocan through the focus "The Perpetual Revolution". To take this focus, Libertador Ejercito del Sur must defeat the other sons of Tlaloc.
Republic of Mexico
Formable by Ejército Mexicano through the focus "Mexico Reborn". To take this focus, Ejército Mexicano must defeat the other sons of Tlaloc.
Rio Technate
Formable by the Republic of the Rio Grande, if Rosado wins the election. If the Rio Grande manages to defeat Tlalocan and/or the sons of Tlaloc, the Republic of the Rio Grande can then take the focus "Tlaloc's Beating Heart". This will trigger an event allowing them to choose between repairing Tlaloc and re-intergating his sons and then releasing Tlalocan as a puppet or integrating Tlaloc into the governing structure of the Republic, unlocking Sophisticated Robot Technology, becoming a robot nation, and Rosado becoming the Lady of the Bells.
Segundo Segundo Imperio Mexicano
Formable by Imperio Mexicano following the breakup of Tlalocan, through the focus "All in the Family". To take this focus, Imperio Mexicano must defeat the other sons of Tlaloc.

The Arapaho-Rawlins Federation and Wyoming
The Arapaho-Rawlins federation is formable by Highland Watch upon completing "The Rawlins-Arapaho Federation" focus, in the focus tree branch of the same name.
Alternatively, Wyoming is formable by Highland Watch upon completing the "Equal Rights" focus in the "The Cowboys Will Ride Alone" branch of their focus tree.
Cascadia
Formable by New Victoria, Haida Confederation, Dredgers, Whistler, Kamlo, Koover, or Olympus Tribe if one of those nations owns all cores of the Broken Coast in some way either through allies/puppets/directly.
Canada
Formable through a decision by Governate of Stoon after successfully becoming The Competitive Governate of Stoon, requiring the conquest of all Canadian territories, excluding territories required to form Cascadia and the Passkeepers. To form Canada, one must conquer all territories in the Manitoba, Saskatchewan, Realm of the Sister Gods, Alberta, The Great White Wall, Expanse of the Unknown Border, airzones, along with all Nordikon territories. It is to be noted that although Niitsitar and Havre have core territories in the mentioned areas, they are not needed to form Canada and can be ignored.
Canadian Credit Union
Formable by the Bank End Bandits after conquering Stratsbourg's Smashers, Wakaw, Fairy Glen, Pleasantdale, Dundurn, and the Governate of Stoon and completing the focus "Renewed Interest".
The Competitive Governate of Stoon
Formable by the Governate of Stoon through a decision after conquering all core territories of Wakaw, Fairy Glen, Pleasantdale, Dundurn, and Stratbourg's Sparkblades
Erebus and Elysian Fields
Formable by the Olympus Tribe. The Olympus Tribe can first form Erebus by conquering all of the Washington Brotherhood and The Cause's core territory. Elysian Fields can be formed by Erebus by conquering the core territory of Koover, the Broken Coast, The Old Country, and the Rotpurgers.
Frozen Council
Formable by the Broken Coast. If they choose Ragnar as their permanent ruler through the focus "Ragnar the Mighty" and then complete the focus "Dawn of a New Age", the Broken Coast will become the Frozen Council.
Gorgonia
Formable by the Marrow Drinkers, through the focus "Crowning of the Gorgon Queen". This requires controlling the core lands of the Troll Warren, the Mirelurk Tribe, the Rib Breakers, and the Bone Dancers. Doing so will result in Mesermelda being crowned Queen, becoming a settled civilization, and unlocking Intermediate Support, Intermediate Vehicle, Intermediate Naval, Intermediate Construction, Intermediate Exploitation, Intermediate Tools, and Intermediate Infantry technologies.
The Grand Inquisition, the Infinity Knights, and the Wishmaidens
Formable by Rotpurgers if The Old Country is either their puppet or doesn't exist and they control Spokane; they will then be able to choose one of three paths. If the Rotpurgers take the focus "The Scourge of Spokane", they will become the Grand Inquisition and go to war against the Washington Brotherhood and Koover while seeking to ally with Heaven's Gate. If the Rotpurgers take the focus "Damned be The Wicked" they will go war with the Washington Brotherhood and Heaven's Gate while seeking to ally the Sisters of Steel. Finally, if they take the focus "Let's Play 8-Ball", they will become the Infinity Knights and go to war with the Washington Brotherhood and Timberline.
Graven's Coast
Formable by the Broken Coast. If they choose Graven as their permanent ruler through the focus "Graven the Cruel" and then complete the focus "Dawn of a New Age", the Broken Coast will become Graven's Coast.
The Great Circuit
Formable by the Mad Trains through the "Form the Great Circuit" upon making the Snowmads their puppet, or if the Snowmads no longer exist, in addition to controlling Fort Peck.
The Kingdom of M'lyeh
Formable by the Mirelurk Tribe through the focus "The Kingdom of M'lyeh". The focus requires taking all of the core territories of the Troll Warren, the Rib Breakers, the Carcass Walkers, and The Apostles.
The Nomads of the Far North
Formable by the Snowmads through the "Form the Nomads of the New North" decision upon making the Mad Trains their puppet, or if the Mad Trains no longer exist, alongside controlling The Railhome.
Northern Light Republic
Formable by the Republic of Three Rivers through the focus "Northern Democracy Restored".
Northwestern Brotherhood and the Wardens of the White
The Northwestern Brotherhood is formable by The Cause if they puppet the Washington Brotherhood or the Washington Brotherhood doesn't exist and you control Seattle and still have the "Brotherhood Exiles" idea.
The Wardens of the White is formable by The Cause if they puppet the Washington Brotherhood or the Washington Brotherhood doesn't exist, and you control Seattle and still have the "Wardens of the White" idea.
The Yakama Confederation
The Yakama Nation can form the Yakama Confederation by conquering the core territories of the Washington Brotherhood and The Cause.
Old Spokane State
Formable by The Old Country if the Rotpurgers is either their puppet or doesn't exist and they control Coeur d'Alene.
The Republic of the Steam
Formable by Yellowstone Park through the "Form the Republic of the Steam" decision, which requires MacArthur and Heaven's Gate to either be a Yellowstone Park puppet, or no longer exist, in addition to controlling MacArthur AFB and The Nucleus.
Roach Sprawl
Formable by the Roach King. When they start take the "Vault War" focus, they can choose to get rid of the Roach King. This will trigger "The King is Dead" focus, and Roach King will become the Roach Sprawl.
Sisterhood of Steel
Formable by the Montana Chapter through the focus "Honour's Plan".
Texas
The Austin Republic
The Unity of Austin can form the Austin Republic through the focus 'The "Failure of the Union" Speech'. This focus will remove Austin from the Texan Economic Union. The AI will not take this focus as long as a united Texas is viable.
Carthaginian Empire
The Carthaginians can form the Carthaginian Empire through the focus "A Raider's Paradise". This requires owning Dallas and Houston.
Cerberus's Army
Formable by Shale's Army. First, they must have CALIX as a unit leader; this can be done through the focus "An Unusal Purchase" and selecting "CALIX will be my personal steward" in the following event. Then, Shale's Army must complete the focus "An Unfortunate Reunion"; with CALIX on hard mode, this triggers another event that will start the secret path. Next, finish the focus "Tame the Beasts"; this will trigger an event telling you the next step: conquer Unity of Austin and the Ironmongers. Next, after completing "Ethos of the Army", select "I have been waiting a long time for this." This will trigger the event "The Final Purchase". Select "Fine, let's see what you have planned" and then "... You say this can bring back Attis?", adding the modifier "The Final Purchase" for 100 days. After 100 days, the modifier will be removed and a final event will trigger, merging Shale, the remains of Attis, and CALIX into Cerberus and Shale's Army will become Cerberus's Army, unlocking a hidden focus tree with the goal of total conquest.
Colorado/Colorado Chapter
Formable by Foragers, Maxson Chapter, or Hangdogs ( Warden path) once you have your leader gain the Colorado Patriot trait through whatever means, usually focus tree/event.
The Cult of Diana
Formable by the Twin Mothers. If Twin Mothers sides with Lanius's Cohort, they can take the focus "The Cult of Diana", reforming the ancient Roman cult of Diana.
Cult of Lupa
Formable by the Sun Dogs, if the Intellectuals come to power.
The Eastern Legion
Formable by Lanius's Cohort, should he abandon Caesar's Legion to carve his own empire. To form the Eastern Legion, Lanius's Cohort must conquer all of Eastern Colorado, culminating in taking Dog City from the Hangdogs. Then, Lanius's Cohort can take the focus "No Strings on Me", leaving Caesar's Legion and forming a new faction, Lanius's Horde.
The Guardians of Eden
The Guardians of Eden can be formed by Eden if they own all core land of Shale's Army, Ironmongers, the Unity of Austin and the Alamo Chapter
The Iron Knightdom and the Iron Kingdom
The Iron Knightdom is formable by the Iron Alliance once you own the states Raymer, Scottsbluff, Red Mountain, Houndlands, and Fort Collins.
The Iron Kingdom is formable by the Iron Alliance once they have formed The Iron Knightdom and own the states Robot City and Dog City.
The Lincoln League
The Lincoln League is formable by Carbon or Los if Shale's Army doesn't exist and you own the state of Fort Stockston.
The Lone Star Legion
Formable by Lone Star by siding with the Hand Warband in the civil war, and then completing the focus "Go West!". This also replaces Lone Star's focus tree with Lanius's Cohort's focus tree.
Oklahoma/State of Sequoyah
File:Oklohoma.png Oklahoma is formable by The Last Patrol after their leader gains the Oklahoma Patriot trait through focus/event. The State if Sequoyah is formable by the members of the Plains Federation (the Cherokee Nation, the Choctaw Nation, or the Chickasaw-Muscogee Coalition) by completing the "State of Sequoyah" focus. To form Oklahoma or the State of Sequoyah, the respective nations must control all of the core territory of The Last Patrol, the Plains Federation members, The Chained Choir, and the Scrappers Compact.
The Provisional Republic of Texas
The Provisional Republic of Texas is formable by Lone Star and the Texan Brotherhood through their focus trees, through the "Declare the Provisional Republic of Texas" and "Provisional Statehood" focuses, respectively. This will replace the forming country's focus tree with one focused on establishing the Republic of Texas, with one of the first available focuses allowing the Republic to choose its flag.
The Realm of Diana
Formable by the Twin Mothers. If Twin Mothers defeats Lanius's Cohort and completes "The Twin Mothers Victorious" focus and then completes the "The Realm of the Goddess" focus, Twin Mothers will become known as the Realm of Diana. Altenatively, if Twin Mothers is defeated by Lanius's Cohort, a hidden focus tree branch ("Sanctuary in Paradise") will unlock. Twin Mothers can then become the Realm of Diana through the focus "Strength in Defeat".
The Res Publica
Formable by Lanius's Cohort, should he rebel against the ideology of the Legion. Formable by Lanius's Cohort should the Twin Mothers try to sway Lanius and if Lanius accepts the Twin Mothers's offer. This will unlock a hidden focus, which after taking, will unlock a new focus tree. Lanius's Cohort can then become the Res Publica by taking the focus "For the Public Things".
The Texas Tyranny
Lone Star can form the Texas Tyranny by siding with The Hand Warband in the civil war and following that focus tree to the "Masters of Texas" focus.
South Texan League
Formable by the Texan Arms Association through the focus "Big and Bright".
The Plaguelands
Dam Builders
To form the Dam Builders, one must take the decision "Restore the Oahe Dam" while playing as the Dam Busters, which requires 150 political power and to own all territories in the "Plaguelands" airzone, with the exception of Glow's Cradle.
Nebraskan Confederation
To form the Nebraskan Confederation, one must play as The Fringe and take the decision "Federalize the Fringe Lands" which requires owning all core lands of the Binary Counts and the Fallen Creed, and the ruling party must be People.
Order of the Crescent Moon
One must play as The Fringe and take the decision "Form the Order of The Crescent Moon", which requires owning all core lands of the Binary Counts and the Deadline.
Combined Syndicates of Nebraska
One must play as The Fringe and own all territories in the "Plaguelands" airzone, except for The Last Redoubt and Crow Creek, and taking the decision "Form the Combined Syndicates", which requires before mentioned territories and for the ruling party to be Intellectuals.
Upsilion Initiative
One must play as Site Y and take the decision "Form the Upsilion Initiative" which requires owning all territories in the Plaguelands airzone (except for Glow's Cradle)
The Rebuilder's Union
One must play as The Last Redoubt, select Leo Maldonado as the nation's new leader during the election event, and then take the decision "Rebuilding Tomorrow", which requires all core lands of the Plaguelands (except for Glow's Cradle and Crow Creek), and 100 political power.
The First Fortifiers
One must play as The Last Redoubt, select Ethan O'Neil during the election event, and take the decision "Fortified Bastion Of The Plaguelands, which requires owning all core lands of the Plaguelands (except for Glow's Cradle and Crow Creek) and 100 political power.
The Flawed Crusade
One must play as The Flawed Parish and take the decision "Unite the Plaguelands" which requires owning all core territories of the Plaguelands (except for Glow's Cradle and Crow Creek), and the ruling party must be Elites. It is important to note the decision will not appear unless the ruling party is Elites or Ruler.
The Synthesium Fields
One must play as The Flawed Parish and take the decision "Unite the Plaguelands" which requires owning all core territories of the Plaguelands (except for Glow's Cradle and Crow Creek), and the ruling party must be Ruler.
